The Center for Trade Union and Human Rights (CTUHR) participated as a resource speaker in a 3-day paralegal training organized by National Anti-Poverty Commission (NAPC) last July 27-29, 2018 at Great Eastern Hotel, Quezon City. Workers and labour organizers from different unions and organizations in Luzon also attended the said training. Also served as resource speakers were Prolabor Legal Assistance Center (PLACE) lawyers Atty. Ming Saladero and Atty. Noel Neri, former DOLE Undersecretary Atty. Rebecca Chato and Ms. Dianne Respall, Senior Programme Officer of International Labour Organization (ILO) Philippine Country Office. The training aims to help workers and labour organizers develop their skills on paralegal work including evidence gathering for case-build up, documentation and monitoring.

A total of 33 participants from 18 unions and organizations in Luzon actively participated in the 3-day paralegal training.
Atty. Rebecca Chato, former undersecretary of Department of Labor and Employment, discussed Gneral Labor standards including wage-related computation of benefits such as SSS, PhilHealth and Pag-ibig. On the 2nd day of training, she also presented her critique on the proposed Federal-Presidential system of Duterte administration.
Atty. Ming Saladero Jr., Chairperson of PLACE, discussed the Legal Remedies in cases of Violations of Civil and Political Rights focusing on arrest, detention, search and seizures as well as Extrajudicial Killings.
Prof. Mandy Felicia, chief of PUP Center for Peace, Poverty Alleviation and Community Development Studies, discussed the Human Rights Principles and Workers’ Rights to Work and Rights at Work.

Atty. Noel Neri’s lecture focused on the legal remedies in cases of Labour and Economic Rights as well as labour cases procedures and evidence-gathering
Ms. Malou Santos, chairperson of Women Wise3 (Women Workers In Struggel for Employment, Empowerment and Emancipation), gave the participants an overview on the situation of women workers in the country.
Ms. Dianne Respall Senior Programme Officer of International Labour Organization (ILO) Philippine Country Office, discussed and explained the ILO Supervisory Mechanisms as well as the ILO Conventions 87 and 98 : Freedom of Association and Rights to Collective Bargaining.

Mr. Ram Crool of NAPC introduced the provisions of the Magna Carta of Women and other provision useful for the empowerment of women workers.
Ms. Daisy Arago, introduced the concept and objectives of the Workers’ Rights Watch to help in the monitoring, documentation and reporting of labour rights violation.
