Reyes is a former organizer of government employees’ union center Confederation for Unity, Recognition, and Advancement of Government  Employees (COURAGE). At the time of his arrest, he was convenor of Defend Job Philippines and a  leader of the Sandigan ng Manggagawa sa Quezon City (Association of Workers in Quezon City), organizing workers in their struggle against  contractualization and for higher wages. He directly assisted the illegally dismissed workers of Pearl  Islands Corporation who went on strike.

Bob was abducted by five men in civilian clothes on June 2, 2018, and was loaded in a white SUV with  the plate number ABB9926. The abductors were later on recognized as operatives of the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG), and he was  brought to the CIDG Headquarters in Camp Crame. Reyes claimed that his arresting officers told him that arson cases will be filed against him in Agusan del Norte and illegal possession of firearms cases will be filed against him in Quezon  City. His wife filed a petition for the transfer of the hearing venue from Agusan del Norte to Manila but the petition was denied.
